So if one thinks the hard paper Officials are tough to obtain in sound and attractive used condition then the soft paper issues present an even greater challenge. The paper can be VERY soft making thins extremely common. Many of the colours seem also more fugitive than with the hard paper issues. It can be difficult on occasion to seperate out the soft and hard paper. Sometimes a soft paper can be quite thick and can be mistaken for a hard paper. But strong light will always bring out the 'mottled' effect of the paper fibres.
