Turnaround Update


Based on recent auctions, the market is showing increased interest in graded stamps. Due to this, submissions to PSE have increased significantly. This has caused our turnaround time to increase from five weeks to seven to eight weeks.


We are seeking additional experts to handle the increased volume, but finding qualified experts isn't easy.


We appreciate your patience and understanding.














PSE is pleased to announce our new and simplified pricing structure. We have modified our services (including the items that qualify for each service) now based upon 5% of the Scott Catalog Value. Check out the new pricing and service structure below.

PSE Guarantee

Effective March 1, 2010

For Non-encapsulated Stamps

Beginning with certificates dated March 1, 2010 or later, Professional Stamp Experts (PSE) guarantees that the stamp will be a genuine specimen of the stamp represented by the Scott Number set forth on the PSE certificate.

In the event an owner believes that the PSE Certified stamp has been incorrectly identified, the stamp may be returned to Professional Stamp Experts for a Guarantee Resubmission. If, upon re-examination, PSE determines that the stamp was assigned an incorrect Scott Number, PSE will reimburse the owner the original certification fee plus the fee for Guarantee Resubmission plus all applicable postage costs.

The following should be noted with regards to this guarantee:

  • This guarantee applies ONLY to those Scott Numbers and varieties listed in the Stamp Market Quarterly. For purposes of the guarantee, PSE does not recognize varieties or attributes of a stamp that are not listed in the Stamp Market Quarterly.
  • PSE shall have sole discretion regarding determination of Scott Numbers.
  • No guarantee can be offered regarding the mint or used status, grade or condition of non-encapsulated stamps.
  • PSE is not responsible if it is determined that some fraudulent alteration to the stamp has occurred subsequent to the issuance of the PSE Certificate.
  • The original PSE certificate must accompany all Guarantee Resubmissions.
  • This guarantee does not apply in instances where an obvious clerical error has been made with regard to the identification of the stamp or where changes occur to Scott's numbering system and/or designations subsequent to the issuance of PSE's certificate.
  • Under no circumstances shall PSE's liability under this guarantee exceed total fees paid to PSE by the submitter for the particular stamp in question. Owners who submit stamps under PSE's Guarantee Resubmission service agree to the limitations provided herein and release PSE and Collectors Universe, Inc., and their employees and affiliates, from any other claims whatsoever relating to the stamp(s) submitted.

For Encapsulated Stamps

Professional Stamp Experts (PSE) guarantees that the stamp will be a genuine specimen of the stamp represented by the Scott Number set forth on the PSE insert. Professional Stamp Experts further guarantees that the stamp has been correctly graded in accordance with PSE's grading standards, and under the procedures of PSE.

In the event an owner believes that the PSE Certified stamp has been incorrectly identified or over-graded, the stamp may be returned to Professional Stamp Experts for a Guarantee Resubmission in its original, unopened encapsulated holder. If, upon re-examination, PSE determines that the stamp was assigned an incorrect Scott Number, or was over-graded, PSE will reimburse the owner the original certification fee plus the fee for Guarantee Resubmission plus all applicable postage costs.

The following should be noted with regards to this guarantee:

  • This guarantee applies ONLY to those Scott Numbers and varieties listed in the Stamp Market Quarterly. For purposes of the guarantee, PSE does not recognize varieties or attributes of a stamp that are not listed in the Stamp Market Quarterly.
  • PSE shall have sole discretion regarding determination of Scott Numbers and grade in connection with this guarantee.
  • When sending a stamp to PSE under the Guarantee Resubmission, the stamp must be sealed in its original, un-tampered holder.
  • PSE is not responsible for environmental damage that occurs to the stamp inside the holder for any of the following reasons: a) flood, fire or other natural disaster, b) improper or negligent storage or treatment, or c) intentional or willful damage.
  • This guarantee does not apply in instances where an obvious clerical error has been made with regard to the identification and/or grade of the stamp or where changes occur to Scott's numbering system and/or designations subsequent to PSE's expertization and grading of the stamp.
  • Under no circumstances shall PSE's liability under this guarantee exceed total fees paid to PSE by the submitter for the particular stamp in question. Owners who submit stamps under PSE's Guarantee Resubmission service agree to the limitations provided herein and release PSE and Collectors Universe, Inc., and their employees and affiliates, from any other claims whatsoever relating to the stamp(s) submitted.
