  "it is genuine unused, o.g., never hinged, complete booklet, both panes miscut with natural gum bends, the first pane showing partial Plate No. 22980 and the second pane showing partial Plate No. 22979, the front cover inscribed "First Printing / Released March 18. 1943." and signed "Ramsey S. Black /3rd Asst PMG" and "R Fellers / Supt DIV of stamps" and the staples slightly rusted."
